Story Behind the Baseline
  • 44% population growth over past decade in South Kohala and 24% growth in Hawaii County as a whole (1990 - 2000) (Chart).
  • Since 9/11, further acceleration of growth and construction of high-end homes and high-end development.
  • Rapid increasing land and housing costs.
  • Increasing economic disparity.
  • Increasing drive times to work because of increasing housing costs and road congestion.
  • Impact fee for non-adherence to county requirements is low enough that most developers prefer to pay rather than build required affordable housing.

Kona-Kohala Chamber of Commerce, The Kohala Center, Civic Clubs, and Waimea Community Planning Group.

Hawaii County Planning Department, County Resource Center, County Research and Development, Community Based Economic Development, and Hawaii Island Rural Health Association.

Department of Business, Economic, Development and Tourism, Papa Ola Lokahi, Hawaii State Rural Health Association and Department of Health, and Hawaii Rural Development Council.

Clarify underlying values that guide decisions on balancing economic growth and preserving what’s special.

 

What is Being Done
  • Five Mountains facilitated Values Project.
  • Historically all Hawaii planning done at the County level.  County now facilitating community planning.
  • Identify model projects such as Taro Dreams.
  • Recent increased engagement of communities in planning.
  • Recent Department of Health Conference on “Building Healthy and Vital Communities.”

 

Suggested Strategies

Increase Awareness:

  • Increase awareness of community values in county and community plans.

Obtain Additional Data:

  • Partner to conduct community survey of satisfaction level for balancing economic growth and preserving what is special.
  • Partner to conduct community survey on satisfaction with quality of life.

 

Inventory and Build on Existing Resources:

  • Collaborate with Kona-Kohala Chamber of Commerce, County of Hawaii Research and Development, County of Hawaii Planning and County Economic Development to see who is addressing this issue and if there are any plans to track community plans through satisfaction surveys.

 

Identify and Address Barriers:

  • County policies regarding infrastructure requirements.
  • County policies for approving new developments.

Promote Effective Programs:

  • Identify model communities and model planning processes.

Promote Effective Practices:

  • Support businesses which hire locally and “grow local talent.”

Promote Effective Policies:

  • Prohibit developers from “buying out of” infrastructure requirements.

Improve Health Systems:
